I have seen a copy of such a list being sold on auction sites. The list I saw had the names, phone numbers and web sites of companies that generally import and sell cheap copies of Louis Vuitton- (and other designer-) "inspired" bags. Note, they are NOT Louis Vuitton bags, but look similar to Louis Vuitton's. I did not search much further except to check a couple of web sites to find that these companies may sell close-out designer clothing and other items (not authentic Louis Vuitton). The theory is you would purchase from them and then resell. Also on this list are instructions on how to obtain a Business License and a Taxpayer ID Number. (This information is readily available by doing a web search.)

Louis Vuitton has no closeout outlets and does not wholesale its products.

It is ILLEGAL (meaning one can be criminally and civilly prosecuted and go to jail and/or pay a fine) to manufacture or sell counterfeit branded or trademarked goods, whether it is done knowingly or not!
